Integration vs. segregation

Foreword

Increasing the school success of Roma students has become an urgent task of educational policy. Recently we have seen a number of governmental and non-governmental initiatives attempting to solve this problem.

In 20031 the National Institute of Public Education with the assistance and on the request of and The World Bank and the Open Society Institute – Local Government and Public Service Reform Initiative tried to address this issue in a project New guidelines for abolishing segregated education of Roma pupils. The aim of the project was threefold: (1) to identify the types of segregation present in the school practice in Hungary – based on the most recent research data and data gathered in focus group discussions, (2) to study the possibilities for abolishing this segregation from financial, legal and educational-methodological aspects; and (3) to summarize the outcomes in an educational policy study.

In this publication you will find the educational policy study including our recommendations for solving the presented problems as well as the background studies supporting these recommendations. So in some cases certain parts of these studies also appear in the policy note. You will also find a short summary of the analysis of the nine focus group discussions (with nearly 150 persons) organized for checking the recommendations aiming at abolishing segregation.

It may be worth noting that the research group of the project was reflecting on the issue of school integration of Roma pupils parallel with the development and realization of the integration strategy of the Ministry of Education. In this publication you will find alternative ideas and recommendations for integration, which differ from the measures taken by the government. It should be stressed that our aim was not to give a critical analysis of the present governmental measures but to develop an independent integration strategy. Whatever the starting points of the two approaches are, the key element in increasing the school success of Roma pupils is integrated education.
